Sharon Gordon-Girvin

President and Founder of The Girvin Group, Sharon has over 30 years' experience working in health care industry consulting. A well-known thought leader in her field, Sharon's level of knowledge and experience in health care regulatory consulting is rare and unmatched in Florida. Before establishing the Girvin Group, she held supervisor and leadership positions with Medicaid, the Department of Health and Rehabilitative Services, Office of The Deputy Assistant Secretary for Health Planning, Office of Evaluation, and The Agency for Health Care Administration (formerly Department of Health and Rehabilitative Services) Office of Regulation and Health Facilities. At her last position, she administered the state's certificate of need program authorized in statute, implemented rules and policies regarding the issuance and denial of applications, monitored approved projects, and reported compliance. This experience provided Sharon with the knowledge and resources to successfully guide clients through complex and often lengthy approval processes with government agencies.

Tracy Merritt

As the Health Care Planning and Development Director, Tracy has over 25 years of health care planning experience with government and private sector entities.  During her ten years working in state government, Tracy gained in-depth experience in government regulatory policies and practices. Working for the Agency for Health Care Administration in CON, the Florida Center for Health Information and Transparency, and Medicaid provided her with an invaluable perspective. As a leader in her field, she has participated in rule development and drafting legislative language.

During her 20 years at The Girvin Group, she has prepared numerous Certificate of Need (CON) applications and market analyses for owners, operators, and developers of health care facilities and senior living communities. Her experience includes acute and specialty care hospitals, nursing homes, hospice programs and facilities, assisted living facilities, and continuing care retirement communities.

Tracy’s consulting services extend throughout the development process from concept to opening, including assistance with CON monitoring and extensions, licensure, and Medicare/Medicaid certification. Tracy assists clients with initial licensing, changes of ownership, and other regulatory issues.
